IMPULSE PROJECT
The Alicante Provincial Energy Agency was an associated partner of the IMPULSE project (2016-2019), which was financed with funds from the European Programme Interreg-MED, and run, among other European partners, by the Instituto Valenciano de la Energía (Valencian Energy Institute) and the Elche City Council.
The objective of the IMPULSE project was to develop a method and an app that would simply and quickly determine what could be done in public buildings according to the type of construction in question to reduce the energy consumption and calculate how much this would cost.
The main challenge was to find a solution for the public authorities’ inability to establish reliable and reasonable energy efficiency plans for their public building stock, which at a local level, is conveyed by the non-existent or incomplete Sustainable Energy Action Plans (SEAPs).
The test activities were carried out in six strategically chosen Mediterranean pilot cities, which represent the majority of the Mediterranean climate areas:
- Heraklion, Greece
- Elche, Spain
- Cannes, France
- Ravenna, Italy
- Osijek, Croatia
- Mostar, Bosnia and Herzegovina
In each partner country, a municipal building valued greatly by citizens and users, underwent small scale renovation work and the difference in the building’s energy efficiency before and after the alteration work was calculated.
The results were organized in a transnational website using a GIS based system, which is a user-friendly decision making tool, with reasonable SEAP.
